Energy From Waste and the Circular Economy

The Energy Research Accelerator (ERA) and the Birmingham Energy Institute have launched a policy commission to examine the state of play barriers challenges and opportunities for Energy from Waste (EfW) to form part of the regional energy circular economy in the Midlands. This policy commission explores the case for regional investment whilst helping shape the regional local government and industry thinking surrounding critical issues such as fuel poverty and poor air quality.
The Challenge
Tackling climate change is one of the most pressing issues of our time. To follow the path for limiting global warming below 2ᵒC set out in the 2015 Paris agreement requires significant reduction in greenhouse gas emissions. The UK has committed to bring all greenhouse gas emissions to net zero by 2050 requiring action at a local regional and national level to transition to a zero carbon economy.
To decarbonise and decentralise the UK’s energy system we must implement technologies that provide energy supply solutions across the UK.
In the Midlands many industrial sites are unable to access supply of affordable clean and reliable energy to meet their demands.
Energy from Waste (EfW) could offer a solution to the Midlands based industrial sites. EfW sites provide affordable secure energy supply solutions that form part of a developing circular economy. EfW reduces our reliance on landfills and obtains the maximum value from our waste streams. There are a number of merging technologies that could potentially play an important role which treats waste as a resource properly integrated into an energy and transport system and fully respects the potential of linking in the circular economy.
Investment into EfW infrastructure in the region could lead to job creation and economic growth and could help provide inward investment needed to redevelop old industrial sites and retiring power stations. However for EfW to be part of a net-zero energy system (either in transition or long-term) technologies and processes are needed that reduce the current carbon emissions burden.
EfW could play a significant role in the net zero carbon transition in the Midlands supplying heat power and green fuels and solve other problems - the region has some of the highest levels of energy/fuel poverty and poor air quality in the UK. The policy commission will help shape the regional local government and industry thinking surrounding this important topic.

The R&D Grand Challenge aims to make big advances in small-scale carbon capture technologies in order to turn 100% of CO2 produced through the process of converting waste to energy into useful products. This is very important for areas such as the Midlands which are remoted from depleted oil and gas reservoirs.

H2FC SUPERGEN- The Role of Hydrogen and Fuel Cells in Providing Affordable, Secure Low-carbon Heat

This White Paper has been commissioned by the UK Hydrogen and Fuel Cell (H2FC) SUPERGEN Hub to examine the roles and potential benefits of hydrogen and fuel cell technologies for heat provision in future low-carbon energy systems. The H2FC SUPERGEN Hub is an inclusive network encompassing the entire UK hydrogen and fuel cells research community with around 100 UK-based academics supported by key stakeholders from industry and government. It is funded by the UK EPSRC research council as part of the RCUK Energy Programme. This paper is the first of four that will be published over the lifetime of the Hub with the others examining: (i) low-carbon energy systems (including balancing renewable intermittency); (ii) low-carbon transport systems; and (iii) the provision of secure and affordable energy supplies for the future

Business Models for Low Carbon Hydrogen Production: A Report for BEIS

Low carbon hydrogen could have a significant role to play in meeting the UK’s Net Zero target: the Committee on Climate Change (CCC) estimates that up to 270TWh of low carbon hydrogen could be needed in its ‘Further Ambition’ scenario. However at present there is no large-scale production of low carbon hydrogen in the UK not least as it is more costly than most high carbon alternatives. For hydrogen to be the viable option envisaged by the CCC projects may need to be deployed from the 2020s.<br/>BEIS has commissioned Frontier Economics to develop business models to support low carbon hydrogen production. This report builds on the earlier Carbon Capture Usage and Storage (CCUS) business models consultation2 and develops business models for BEIS to consider further. This report is a milestone in BEIS’ longer term process of developing hydrogen business models. It forms a part of BEIS’ wider research into a range of decarbonisation options across the economy.<br/>Further analysis will be required before a final decision is made.

As global economies aim to become carbon neutral competitive hydrogen produced with renewables has emerged as a key component of the energy mix. Falling renewable power costs and improving electrolyser technologies could make ""green"" hydrogen cost competitive by 2030 this report finds.
Green hydrogen can help to achieve net-zero carbon dioxide (CO2) emissions in energy-intensive hard-to-decarbonise sectors like steel chemicals long-haul transport shipping and aviation. But production costs must be cut to make it economical for countries worldwide. Green hydrogen currently costs between two and three times more than ""blue"" hydrogen which is produced using fossil fuels in combination with carbon capture and storage (CCS).
This report from the International Renewable Energy Agency (IRENA) outlines strategies to reduce electrolyser costs through continuous innovation performance improvements and upscaling from megawatt (MW) to multi-gigawatt (GW) levels.
Among the findings:

Among the findings:
- Electrolyser design and construction: Increased module size and innovation with increased stack manufacturing have significant impacts on cost. Increasing plant size from 1 MW (typical in 2020) to 20 MW could reduce costs by over a third. Optimal system designs maximise efficiency and flexibility.
- Economies of scale: Increasing stack production with automated processes in gigawatt-scale manufacturing facilities can achieve a step-change cost reduction. Procurement of materials: Scarcity of materials can impede electrolyser cost reduction and scale-up.
- Efficiency and flexibility in operations: Power supply incurs large efficiency losses at low load limiting system flexibility from an economic perspective.
- Industrial applications: Design and operation of electrolysis systems can be optimised for specific applications in different industries. Learning rates: Based on historic cost declines for solar photovoltaics (PV) the learning rates for fuel cells and electrolysers – whereby costs fall as capacity expands – could reach values between 16% and 21%.
- Ambitious climate mitigation: An ambitious energy transition aligned with key international climate goals would drive rapid cost reduction for green hydrogen. The trajectory needed to limit global warming at 1.5oC could make electrolysers an estimated 40% cheaper by 2030.
Evaluation of Zero-Energy Building and Use of Renewable Energy in Renovated Buildings: A Case Study in Japan

Following the Paris Agreement in 2015 the worldwide focus on global warming countermeasures has intensified. The Japanese government has declared its aim at achieving carbon neutrality by 2050. The concept of zero-energy buildings (ZEBs) is based on measures to reduce energy consumption in buildings the prospects of which are gradually increasing. This study investigated the annual primary energy consumption; as well as evaluated renewed and renovated buildings that had a solar power generation system and utilized solar and geothermal heat. It further examines the prospects of hydrogen production from on-site surplus electricity and the use of hydrogen fuel cells. A considerable difference was observed between the actual energy consumption (213 MJ/m2 ) and the energy consumption estimated using an energy simulation program (386 MJ/m2 ). Considerable savings of energy were achieved when evaluated based on the actual annual primary energy consumption of a building. The building attained a near net zero-energy consumption considering the power generated from the photovoltaic system. The study showed potential energy savings in the building by producing hydrogen using surplus electricity from on-site power generation and introducing hydrogen fuel cells. It is projected that a building’s energy consumption will be lowered by employing the electricity generated by the hydrogen fuel cell for standby power water heating and regenerating heat from the desiccant system.
The Journey to Smarter Heat

As the UK’s largest emitter of greenhouse gases the supply of domestic industrial and commercial heat must be decarbonised if the UK is to meet its climate change targets.<br/><br/>This report publishes the outcomes from Phase 1 of the Energy Technologies Institute’s Smart Systems and Heat programme highlighting that for the UK to transition to a low carbon heating system it must understand consumer needs and behaviours while connecting this with the development and integration of technologies and new business models.<br/><br/>Written by the ETI with support from the Energy Systems Catapult this report tackles three interconnected areas: heating needs and controls within the home; heating infrastructure and building retrofit at a local level; and the operation and governance of the whole system.<br/><br/>The research also shows that as part of a low carbon heating system upgrade advanced controls are critical to performance sizing and operating costs enabling smaller appliances and lower peak electricity demands and maximising the efficiency of existing infrastructure. With significant fabric retrofits potentially required in around 10 million of the existing 28 million dwellings in the UK housing stock the report recommends that building new homes to be both very efficient and “low carbon ready” is a low regret decision which should be progressed with some urgency.

In parts of the world lacking modern energy access meanwhile inefficient biomass use for cooking also harms people’s health damages the environment and reduces social well-being.
The transition to renewable-based energy-efficient heating and cooling could follow several possible pathways depending on energy demand resource availability and the needs and priorities of each country or region. Broad options include electrification with renewable power renewable-based gases (including “green” hydrogen) sustainable bioenergy use and the direct use of solar and geothermal heat.
This report developed jointly by the International Renewable Energy Agency (IRENA) the International Energy Agency (IEA) and the Renewable Energy Policy Network for the 21st Century (REN21) outlines the infrastructure and policies needed with each transition pathway. This edition focused on renewable-based heating and cooling follows a broader initial study Renewable Energy Policies in a Time of Transition (IRENA IEA and REN21 2018).
The shift to renewables for heating and cooling requires enabling infrastructure (e.g. gas grids district heating and cooling networks) as well as various combinations of deployment integrating and enabling policies. The policy framework can demonstrate a country’s commitment to the energy transition level the playing field with fossil fuels and create the necessary enabling conditions to attract investments.

- Creating a level playing field by phasing out fossil-fuel subsidies and introducing other fiscal policies to internalise environmental and socio-economic costs.
- Combining the electrification of heating and cooling with increasingly cost-competitive renewable power generation scaling up solar and wind use and boosting system flexibility via energy storage heat pumps and efficient electric appliances.
- Harnessing existing gas networks to accommodate renewable gases such as biogas and green hydrogen.
- Introducing standards certification and testing policies to promote the sustainable use of biomass combining efficient systems and bioenergy solutions such as pellets briquettes bioethanol or anaerobic digestion.
- Reducing investment risks for geothermal exploration and scaling up direct use of geothermal heat.
- Improving district heating and cooling networks through energy efficiency measures and the integration of low-temperature solar thermal geothermal and other renewable-based heat sources.
- Supporting clean cooking and introducing renewable-based food drying in areas lacking energy access with a combination of financing mechanisms capacity building and quality standards aimed at improving livelihoods and maximising socio-economic benefits.
Investing in Hydrogen: Ready, Set, Net Zero

Achieving the UK's net zero target by 2050 will be a challenge. Hydrogen can make a substantial contribution but it needs investment and policy support to establish demand increase the scale of deployment and reduce costs. The Ten Point Plan for a Green Industrial Revolution confirms the government’s commitment to drive the growth of low carbon hydrogen in the UK through a range of measures. This includes publishing its hydrogen strategy and setting out revenue mechanisms to attract private investment as well as allocating further support for hydrogen production and hydrogen applications in heating.
We have created a bespoke model to help understand the cost of hydrogen in the UK across the value chain under different pathways. Our analysis highlights areas for cost reduction and identifies factors that could make hydrogen more attractive to investors.

Based on data collection carried out between October and December 2020 and the testing of emerging findings with the Council’s regional communities during a series of digital workshops held during February 2021 the report has shown
- Energy leaders’ perceptions of areas of risk opportunity and priorities for action have radically changed over the last 12 months. While economic turbulence stemming from the ongoing reverberations of COVID-19 is the biggest area of uncertainty with uncertainty around economic trends increasing by a third over the previous year there is also a growing focus on the social agenda associated with a faster paced energy transition.
- There is an increased awareness of the societal and human impact of both recovery and the wider energy transition. The issue of energy affordability has rapidly risen up the industry’s priority list with its impact and uncertainty perceived 20% larger than a year ago. Energy affordability affects society across all geographies ranging from city dwellers in developed countries to the rural poor in developing ones.
- The emergence of a new generation of digital energy services and energy entrepreneurs. Increasingly agile disruptive technologies have taken advantage of the social upheaval to gain market share at the expense of supply-centric energy solutions. There is a growing focus on customer-centric demand-driven solutions and fast changing patterns of global and local demand.

- The UK holds world-class advantages in hydrogen production distribution and application; and
- Other economies are moving ahead in the development of this sector and the UK must respond.
- Development of a cross departmental UK Hydrogen Strategy within UK Government;
- Commit £1bn of capex funding over the next spending review period to hydrogen production storage and distribution projects;
- Develop a financial support scheme for the production of hydrogen in blending industry power and transport;
- Amend Gas Safety Management Regulations (GSMR) to enable hydrogen blending and take the next steps towards 100% hydrogen heating through supporting public trials and mandating 100% hydrogen-ready boilers by 2025; and
- Commit to the support of 100 Hydrogen Refuelling Stations (HRS) by 2025 to support the roll-out of hydrogen transport.

The Covid-19 pandemic has dealt a massive blow to countries around the world choking economies and transforming daily life for billions of people. This extraordinary disruption has significantly impacted the energy sector with worrying implications for clean energy transitions. Some key clean energy technologies have been encouragingly resilient to the effects of the crisis but so far there is little to suggest that the dramatic structural progress needed to achieve long-term climate and energy goals will happen in the current turmoil. Unprecedented action and leadership from governments companies and other real-world decision makers will be required to put the world more firmly on a sustainable long-term pathway. The energy sector must achieve dramatic sustained emissions reductions through policy investment and innovation measures across all energy sectors and technologies.
Building on Tracking Clean Energy Progress 2020 and other COVID-19 analysis this article takes stock of how the crisis has affected energy sectors and technologies thus far and explores the potential implications for clean energy transitions over the medium and longer term.

Government may need to play a role in purposefully disrupting specific sectors to ensure the move away from high carbon business models facilitating the transition a zero-carbon economy. Sector specific impactsThe in-depth analysis presented in ‘Disrupting the UK energy systems: causes impacts and policy implications’ focuses on four key areas of the economy highlighting how they may need to change to remain competitive and meet future carbon targets.<br/>Heat: All approaches for heat decarbonisation are potentially disruptive with policymakers favouring those that are less disruptive to consumers. Since it is unlikely that rapid deployment of low carbon heating will be driven by consumers or the energy industry significant policy and governance interventions will be needed to drive the sustainable heat transformation.<br/>Transport: Following the ‘Road to Zero’ pathway for road transport is unlikely to be disruptive but it is not enough to meet our climate change targets. The stricter targets for phasing out conventional vehicles that will be required will lead to some disruption. Vehicle manufacturers the maintenance and repair sector and the Treasury may all feel the strain.<br/>Electricity: Strategies of the Big 6 energy companies have changed considerably in recent years with varying degrees of disruption to their traditional business model. It remains to be seen whether they will be able to continue to adapt to rapid change – or be overtaken by new entrants.<br/>Construction: To deliver low-carbon building performance will require disruptive changes to the way the construction sector operates. With new-build accounting for less than 1% of the total stock major reductions in energy demand will need to come through retrofit of existing buildings.<br/>The report identifies how policy makers plan for disruptions to existing systems. With the right tools and with a flexible and adaptive approach to policy implementation decision makers can better respond to unexpected consequences and ensure delivery of key policy objectives.
Risk Identification for the Introduction of Advanced Science and Technology: A Case Study of a Hydrogen Energy System for Smooth Social Implementation

A method of risk identification is developed by comparing existing and advanced technologies from the viewpoint of comprehensive social risk. First to analyze these values from a multifaceted perspective we constructed a questionnaire based on 24 individual values and 26 infrastructural values determined in a previous study. Seven engineering experts and six social science experts were then asked to complete the questionnaire to compare and analyze a hydrogen energy system (HES) and a gasoline energy system (GES). Finally the responses were weighted using the analytic hierarchy process. Three important points were identified and focused upon: the distinct disadvantages of the HES compared to the GES judgments that were divided between experts in the engineering and social sciences fields and judgments that were divided among experts in the same field. These are important risks that should be evaluated when making decisions related to the implementation of advanced science and technology.
An Ammonia-Hydrogen Energy Roadmap for Carbon Neutrality: Opportunity and Challenges in China

China has promised to reach the peak carbon dioxide emission (ca. 10 billion tons) by 2030 and carbon neutrality by 2060. To realize these goals it is necessary to develop hydrogen energy and fuel cell techniques. However the high cost and low intrinsic safety of high-pressure hydrogen storage limit their commercialization. NH3 is high in hydrogen content easily liquefied at low pressure and free of carbon and the technology of NH3 synthesis has been commercialized nationwide. It is worth noting that the production of NH3 in China is about 56 million tons per year accounting for 35% of worldwide production. Hence with the well established infrastructure for NH3 synthesis and transportation and the demand for clean energy in China it is feasible to develop a green and economical energy roadmap viz. “Clean low-pressure NH3 synthesis → Safe and economical NH3 storage and transportation → Carbon-free efficient NH3-H2 utilization” for low-carbon or even carbon-free energy production.<br/>Currently the academic and industrial communities in China are striving to make technological breakthroughs in areas such as photocatalytic water splitting electrocatalytic water splitting mild-condition NH3 synthesis low-temperature NH3 catalytic decomposition and indirect or direct NH3 fuel cells with significant progress.<br/>Taking full advantage of the NH3 synthesis industry and readjusting the industrial structure it is viable to achieve energy saving and emission reduction in NH3 synthesis industry (440 million tons CO2 per year) as well as promote a new energy industry and ensure national energy security. Therefore relevant academic and industrial communities should put effort on mastering the key technologies of “Ammonia-Hydrogen” energy conversion and utilization with complete self-dependent intellectual property. It is envisioned that through the establishment of “Renewable Energy-Ammonia-Hydrogen” circular economy a green technology chain for hydrogen energy industry would pose as a promising pathway to achieve the 2030 and 2060 goals.
Disruptive and Uncertain: Policy Makers’ Perceptions on UK Heat Decarbonisation

<br/>The decarbonisation of heating represents a transformative challenge for many countries. The UK’s net-zero greenhouse gas emissions target requires the removal of fossil fuel combustion from heating in just three decades. A greater understanding of policy processes linked to system transformations is expected to be of value for understanding systemic change; how policy makers perceive policy issues can impact on policy change with knock-on effects for energy system change. This article builds on the literature considering policy maker perceptions and focuses on the issue of UK heat policy. Using qualitative analysis we show that policy makers perceive heat decarbonisation as disruptive technological pathways are seen as deeply uncertain and heat decarbonisation appears to offer policy makers little ‘up-side’. Perceptions are bounded by uncertainty affected by concerns over negative impacts influenced by external influences and relate to ideas of continuity. Further research and evidence on optimal heat decarbonisation and an adaptive approach to governance could support policy makers to deliver policy commensurate with heat decarbonisation. However even with reduced uncertainty and more flexible governance the perceptions of disruption to consumers mean that transformative heat policy may remain unpopular for policy makers potentially putting greenhouse mitigation targets at risk of being missed.
Towards a Sustainable Hydrogen Economy: Optimisation-based Framework for Hydrogen Infrastructure Development

This work studies the development of a sustainable hydrogen infrastructure that supports the transition towards a low-carbon transport system in the United Kingdom (UK). The future hydrogen demand is forecasted over time using a logistic diffusion model which reaches 50% of the market share by 2070. The problem is solved using an extension of SHIPMod an optimisation-based framework that consists of a multi-period spatially-explicit mixed-integer linear programming (MILP) formulation. The optimisation model combines the infrastructure elements required throughout the different phases of the transition namely economies of scale road and pipeline transportation modes and carbon capture and storage (CCS) technologies in order to minimise the present value of the total infrastructure cost using a discounted cash-flow analysis. The results show that the combination of all these elements in the mathematical formulation renders optimal solutions with the gradual infrastructure investments over time required for the transition towards a sustainable hydrogen economy.
